Dear Josh Liljenquist,

This letter is regarding your conduct at Pig’s Eye Park – 81 Fish Hatchery Road, Saint Paul, MN 55106. It has been reported to me by Parks Operations Staff, Department of Safety and Inspection staff (DSI) and the Saint Paul Police Department that you continue to cause disruption to the peace and the orderly operation of the Park.

It has been reported to me by DSI that you routinely breach the peace within the Park by going to the site to harass, record and profit from vulnerable adults residing there without said individuals’ permission.

DSI has also documented your intention of conducting an unlicensed event at the park on April 11th, 2026, with no City involvement or approval (including denying an express request for information from the Deputy Director of Safety and Inspections about involvement in said event taking place).

You have participated in prohibited acts under Section 170.10 of the Saint Paul Legislative Code and intentionally disrupted the peace, orderly operation of the park and other guests’ use of the facilities. Therefore, pursuant to Section 170.10.

Effective immediately (Monday, April 6, 2026), I order you, Josh Liljenquist, to be banned from entering Pig’s Eye Park and all Saint Paul Parks and Recreation property, for a period of 180 days until October 3, 2026. Failure to abide by this directive shall result in your being charged with a misdemeanor as prescribed in the above-mentioned ordinance.

You may request a hearing from me, the Parks and Recreation Director, if you wish to appeal this notification. The request for a hearing must be written and must include the address to which the notice of the hearing is to be sent. I will grant a hearing within seven days of receiving the request.
